Struan Shrimpton 75449d2000 mcp: Add some buildbucket tools and the mcp server 
These tools are still being evaluated and may change. get_build vs
get_build_from_id and get_build_from_build_number in particular are two
distinct ways of implementing the same tool that need to be compared.
get_build gives flexibility but is extremely verbose which means it
might be too flaky or consume unnecessary tokens. The return of these
might also need filtering for unnecessary output. Particularly steps
which can be very verbose without much information.

Jacek Dobrowolski cece8f8061 Fix setbotcommit comment on ambiguous revision 
Add revision number option to gerrit_client.py setbotcommit command. Add
an explicit revision number to a setbotcommit call in the update_files
method.

After creating a new patch-set in the release recipe and verifying it
was created we are adding a comment which could be applied to the
previous patch. Setting `Bot-Commit+1` relied on the default 'current'
revision which may be stale in some Gerrit replicas. This CL applies the
fix suggested in 412739202

Currently the DWA directory is not covered by the XML parser, even
though it defines a pretty_print.py file. Adding the DWA directory to
the relevant list ensures any changes to dwa.xml are formatted
appropriately.

Ben Pastene 52de072b5f Add *.star files as source file from presubmit's PoV 
By not considering *.star files as source files, various pan-project
checks (like the copyright header check) weren't running on them.

But *.star files are pretty much python files, so should be treated the
same.

Fumitoshi Ukai 6a1451c0c0 autoninja: disable siso native by --reapi_address=
