Reason for revert:
It fails on input 0xe2 0x9c 0x94 which is a utf-8 heavy check mark. Problem is that CheckCallAndFilter is processing output byte by byte, so trying to decode only one of utf-8 bytes in sequence will always fail.

CQ will soon start canceling tryjobs it triggered on no-longer-latest
patchsets if these tryjobs won't be re-used. New option can be used by
developers who upload new patchsets but actually care for prior
CQ-triggered tryjobs to complete.
This footer is effectively sticky, unless someone removes it by hand later.
We need to have the footer one way or another to tell the CQ what to do
(and provide a visible audit trail).
We may revisit the stickiness later based on accumulated usage data s.t.
the following uploads remove the footer unless the flag is passed.

Fixes colorama unintentionally overriding multiple sys.stdout wrappers of our own.
And provides a fix for a SyntaxWarning on Python 3.8:

We should only be maintaining one cache bundle per repo, but it turns
out that we've had two in the past due to GoB supporting two different
paths to the repo, and users were getting stale bundles as a result.
This CL fixes things so that we should only get a single bundle per
repo.

For instance, if the bug-prefix is set to "b/", git cl upload will offer a
line with "Bug: b/", however it won't get stripped away if it's left blank,
unlike the default "Bug:" line. This change fixes that inconsistency by
also taking the bug-prefix into account when stripping.

Since python2 tempfile does not have TemporaryDirectory, we need to either use temporary_directory in gclient_utils or implement it by ourselves. If we chose latter, we also need to implement rmtree for Windows. Considering that, I suppose using gclient_utils should be much easier.

The previous implementation of CheckLongLines did not
handle global pylint disable/enable directives properly,
i.e. the difference between:
# pylint: disable=line-too-long
.... checks disabled for all lines here.
# pylint: enable=line-too-long
versus:
# Check only disabled for the line below
some python statements # pylint: disable=line-too-long
This CL changes the implementation to support Python files
properly. Note that in order to not disturb the mock-based
unit-tests, a new function is introduced to be able to
filter the list of affected files based on their file
extension.

Commit a185e2e3c8 removed the Rietveld code review
implementation, albeit hasn't expunged all references to Rietveld. This leads
to an assertion error when running |git cl format| on a non-Gerrit change.
There appears to have been a recent attempt to articulate this error better in
a185e2e3c8, albeit not fix the underlying issue.
This change addresses the immediate issue by defaulting the code review
implementation to Gerrit rather than Reitveld.

When we change the version number in metrics_utils:
If the user is not a Googler, or has opted out explicitly, nothing happens
and we still don't collect metrics.
If we're collecting metrics from the user, we stop collecting metrics
and display a notice telling them what has changed.
That notice will be displayed ten times, after which we will
resume collecting metrics. A notice telling them we're collecting metrics
will still be displayed.

When a recursive dependency has use_relative_paths it also makes sense
to have the hooks working directory by the dependency's directory.
Otherwise if a hook uses one of the relative dependencies it is impossible
to know which path prefix to use.
However we cannot change the behavior of hooks with use_relative_paths
because it would break existing projects that use_relative_paths but
hardcoded the prefix for hooks. Instead we add a second boolean,
use_relative_hooks that triggers the behavior.
Adds tests for the new behavior and a test for existing interactio
between hooks and recursedeps.

Files that control ownership have special ownership rules, to disallow
someone from self-approving a CL that adds themselves to a file that
controls ownership. owners.py now requires that they be named OWNERS or
end with a suffix of _OWNERS to ensure the special ownership rules are
correctly applied.

As it is right now, when a function is collecting metrics it prints
the notice and calls sys.exit() to ensure the notice is the last thing
that is printed.
git-cl split has to call git-cl upload multiple times, but once it has
been called once, it exits, so only the first cl is uploaded.
This separates metrics collection from notice printing, so that the
function that is collecting metrics behaves like a function that isn't.
It also makes sure we don't collect metrics for multiple functions at
the same time.

When updating the CIPD client to be identified by SHA256 hash, old clients (that
have no idea about SHA256) fail during 'selfupdate'.
We'll roll our SHA256 support in two stages:
1. Deploy new client that understand SHA256 using its SHA1 name, so
self-update from old clients works.
2. Deploy same (or newer) client using its SHA256 name. This would work since
the client doing the self-update already understands SHA256 at this point.
But we can't guarantee that ALL depot_tools deployments will update through
stages (1) and (2) sequentially. Some of them may skip (1) and end-up directly
in (2), failing on 'selfupdate'.
This CL makes sure they can recover from this state by rebootstraping the client
from scratch (this works with SHA256 hashes).

We were printing the notice when the decorator was called, so that if
several functions are decorated, the countdown will increase more than once
during each execution.
This change fixes that.

When a git mirror is configured, it fetches only refs/heads/*,
and possibly branch-heads and tags, but not refs/changes.
When gclient attempts to sync refs/changes/* from a mirror,
it fails, since the mirror has no such objects.
See for example [1], where the DEPS entry for builtools was
modified to sync to a CL, but all the bots failed to sync to it.
This change modifies gclient to always fetch refs/changes/*
directly from the repo, even when a mirror is configured.

gclient setdep used to assume that the version of a CIPD package was always
of the form 'version:<something>'.
However, the following are all valid:
* SHA1 hashes that specify a single instance
* tags (tagname:tagvalue)
* References (e.g. 'latest') that are dynamically resolved by the CIPD server.
This change adds support for all of them:
* GetCIPD simply returns whatever the 'version' entry is, without assuming
it begins with 'version:'.
* SetCIPD sets 'version' ta whatever it is passed, without prepending 'version:'
at the beginning.

This CL makes a couple changes:
* The goal here is to be able to specify git cache entirely from the
environment variable $GIT_CACHE_PATH and not require special treatment from
bot_update. Eventually this will be specified at the swarming task level
instead of in the recipe (i.e. "cached git" will eventually be an
implementation detail of git on the bots and completely transparent to
all other software).
* Removal of the general --cache-dir option from gclient. This option was
error-prone; it doesn't actually make sense to configure this on
a per-invocation basis. The sole exception was `gclient config`, which
now allows this option to be set directly.
* Consolidation of GitWrapper.cache_dir and GitWrapper._GetMirror; previously
these two things could disagree, leading to weird intermediate states. Now
they're the same value.

crrev.com/c/1097623 broke the official bots because the cipd variable

When using non-squashed uploads, there usually isn't an associated
issue with a branch. Thus setting WIP when the issue tag wasn't
present would continually set WIP even on trivial rebases. Not
adding the WIP tag when uploading allows the user to set WIP manually,
while not forcing the WIP flag after every new upload.
Also updates the unit tests that use no-squash.

Previously, 'gclient sync' would process "gn_args" settings in any
recursed DEPS files, potentially producing multiple output files or
conflicting output files, but 'gclient flatten' would only ever include
one set of "gn_args" settings in the flattened output, and only if they
occurred in the top-level DEPS file.
This makes 'gclient sync' and 'gclient flatten' more consistent by
restricting them both to a single instance of those setting, and
requiring those setting to be defined either in the top-level DEPS file,
or in a recursedeps file specificed by the new 'gclient_gn_args_from'
setting.

Unfortunately, w/o rewrite of gerrit_util, one can't take advantage
of existing auth.Authenticator (which also doesn't know about ~/.netrc
or .gitcookies, but that's fixable). This rewrite, however, will likely
cause issues for nasty scripts outside of depot_tools which use
gerrit_util as a Python library. So, I followed outdated way of
gerrit_util :(
Also contains refactoring of auth library, which was kept backwards
compatible for the same reasons as above.

TBRs bypass owners checks, but are also semi-suspicious: a
contributor TBRing many changes in a row to submit code to
a directory they don't own would be seen, frowned upon, and
inquired into. However, a contributor could bypass this by
simply TBRing a single change to add themselves to an OWNERS
file, and then contributing as normal from there. This CL
removes that loophole.
This will not affect sheriffs who TBR reverts for two reasons:
first, it is rare that a chance touches both code and an
OWNERS file, and therefore it is rare that OWNERS changes
get reverted; second, quick reverts (the kind sheriffs do)
bypass PRESUBMIT entirely, and therefore also skip OWNERS
checks.

We no longer need the vars dict to be declared before vars can be used.
This was causing problems because gclient flatten printed vars after deps,
breaking the above assumption.

Currently in LUCI `git cl` is invoked on chromium_presubmit using vpython. This
means that it operates under the depot_tools .vpython environment (which is
blank).
Some features in presubmit_support allow invocation of python subprocesses, and
previously they would use `sys.executable` (especially on windows, but
occasionally on non-windows as well).
In non-vpython environments, this just picks up the system python and whatever
modules happen to be installed there. Some python unittests work around this on
non-windows systems by having a shebang line which explicitly invokes vpython.
This CL changes presubmit_support so that invocations of 'python', or executions
of '.py' scripts will always end up invoking vpython. In the best case, this will
pick up the invoked scripts' vpython environment. In the worst case, this will
invoke the script under an empty vpython environment (aka "stock python").

Mimics bot_update's functionality to apply gerrit refs in gclient
via --gerrit-ref flags.
When the patch fails to apply, gclient sync will return exit code 2.
The idea is to move this logic from bot_update to gclient sync to
deal when patches for projects like ANGLE are tried on Chromium bots.
This way the patch is applied before recursively parsing and syncing
ANGLE’s DEPS.chromium file, which doesn't currently happen.

gclient previously used a CIPD root per DEPS file. This didn't work
in cases in which a DEPS file wanted to specify a CIPD package outside
of its directory hierarchy, though, as is the case with buildspecs.

e.g. when specifying both '--revision src@<something>' and
'--revision <src_gerrit_repo>@<some_gerrit_ref>', gclient will sync to
'<some_gerrit_ref>' instead of '<something>'.
This is useful when specifying which gerrit change to patch, which
should take priority over other revision specifications.

When hooks multiple cipd packages under same directory, gclient would
pop up error that same directory name appears multiple times in deps
section. This CL overrides verify_validity for CipdDependency to
support multiple packages hooked in same directory.

Although we want to prevent dfgs from untar'ing files to a parent
or sibling of its target directory, normal files that just happen
to have ".." in their name (i.e. not preceding a path separator) are
okay.

Previously, if you used custom metadata keys in a test commit (like
GitRepo.AUTHOR_NAME), they would also be treated as filenames, and fail
because they aren't strings. (This wasn't a problem because it isn't
currently used in any tests.)

The purpose of this CL is to remove confusion around whether or
not git-cl support the similarity flags when talking to Gerrit.
It does not. However, because Rietveld support has not been
fully ripped out of git-cl, this change does modify some of the
Rietveld-specific code to remove similarity support from everywhere.
