to speed them up.

With submodules, users can accidentally stage and commit gitlink
changes. Add a new gclient command to install a pre-commit hook to
automatically drop gitlink changes that don't correspond to a DEPS
change.
Dropping gitlinks can be bypassed by setting
SKIP_GITLINK_PRECOMMIT=1.

This option can lead to high `git cl upload` latency. We never want to
use this option for gclient managed repositories anyways since changes
need to go through code review.

Did you know that args.gn files can have import statements and
conditionals? I did not, but apparently some developers make use of both
of these.
Supporting import statements is not too hard, so this change adds this
support. Supporting conditionals is possible, but risks turning
autoninja into a turing complete language which is more than I think we
want to do.
This doesn't use the similar code in tools/mb/mb.py because that
code is complex, and relies on the script location to find the src
directory.
This change also updates two of the existing test conditionals that
were not quite sufficient - ninja/autoninja default to num-cores
plus 2 so > cpu_count() is actually not sufficient to prove
anything.

This CL adds a new function `CheckChromiumDependencyMetadata` in
`presubmit_canned_checks.py`. It can be used to check that files satisfy
the format defined by `README.chromium.template`
(https://chromium.googlesource.com/chromium/src/+/main/third_party/README.chromium.template).
The code for metadata validation can be found in `//metadata`. Note that
all metadata validation issues will be returned as warnings only for
now, while the quality of metadata is being uplifted.

Occasionally, users can get a branch into a state where `git cl upload`
takes a long time because it is operating on an unexpectedly large diff.
One way where this can happen is when the local view of origin/main is
behind and someone force-patches in a CL based on a newer origin/main:
git cl upload will happily consider all the origin/main commits it
does not have in its local view of origin/main to simply be part of the
diff.
As this is a rather frustrating user experience, make it a bit easier to
realize when this sort of thing is happening by summarizing the number
of commits `git cl upload` is processing.
One alternative would be to stats about the diff; however, calculating
the number of commits is considerably faster than calculating the actual
diff. A quick local test shows that calculating the diff for 10k commits
takes nearly 20 seconds, while calculating the number of commits takes a
150 milliseconds.

When a repo has both staged and unstaged changes for a same file, `git
freeze` doesn't work as intended. It freezes only the indexed changes
and has to be run twice to achieve the intended results. This change
fixes this case.

Git fetches submodules sequentially by default, which slows down gclient
sync. Instead of relying on git to fetch submodules, we can just
continue to rely on gclient to do the right thing.

The ParseGitModules() uses `git submodule status` result to get the
commit hashes for the submodules. It assumes the command's result to not
have a `git describe` at the end of each line, and hence only works in
certain scenarios. This change fixes this by updating the parser.

CrOS intends to provide a Bazel executable for our users in
chromite/bin/bazel in our tree. We'd like the "bazel" command in
depot_tools to call this executable.
This adds a new launcher to depot_tools which searches for that bazel
executable when located inside of a ChromiumOS checkout, and executes
it. When located outside of a ChromiumOS checkout, this launcher
"disappears", searching elsewhere in the PATH for another Bazel
executable.
Since other teams using depot_tools may want to start using Bazel in
the future, this launcher is intended to have shared ownership: other
teams are welcome to come add their search functions to the launcher
if they require the same functionality as us.

The --param option does not support extended bool logic. It forces
every search query to be AND-ed together. There is no way to do more
OR joins or subclauses like "( X OR Y ) AND Z".
Let's add a new --query option to let people type out the full string
themselves rather than try and support this bool logic directly.

The new flow is that if any affected file is in the config directory
of a config set, the script will call `lucicfg validate` to validate
the whole config directory and then filter out the validation result
that does not belong to affected file(s). This will introduce a bit
more latency in valdiation because before, only affected files are
sent to LUCI Config for validation. However, this is not latency
senstively operation and always validating the full snapshot will
faciliate us breaking down the config as it's possible in order to
validate the affected file, LUCI Config will need an unaffected file.

At the moment on repo's with many CIPD packages the number
of CLI calls to 'cipd describe' can make it very slow.
This mechanism will call cipd ensure-file-resolve with the entire
list in one call then reference items from the list before trying
individual cipd describe commands.

PRESUBMIT.py files can invoke other scripts, and those scripts may be
run under Python 2 or Python 3. There are multiple mechanisms that
govern which version will be used, sometimes requiring several flags
to be passed.
This change removes support for Python 2 from this system, thus making
it simpler to invoke Python 3 scripts.
The function parameters that are used to select Python versions are
passed in from multiple places so they still need to be supported, but
they are now ignored. The parameters are deleted to prevent accidental
use.
This change was tested by running this command in a Chromium repo:
git cl presubmit --force --all

Now that the presubmit system no longer supports Python 2 we can remove
support for it from the presubmit system tests. This change removes all
references to sys.version_info from this file.
This also fixes an unclosed file warning that suddenly appeared and
was stopping this change from landing.

But it appears there are a variety of endpoints that take more than
10s, the latest being "SubmitChange", eg:

So instead of applying the timeout to everything, and then opting
certain long-running calls out of it, this just opts-in the
"GetChanges" call to the timeout. This should cover the failure mode
that was originally solved for chrome's bots. And also bump the
timeout to 30s since we don't trust all get-changes queries to
reliably finish in under 10s.
This also bumps the step level timeout for the query in tryserver
recipe_mod to 8 min since there could be ~5min worth of sleeping +
150s worth of waiting+timing-out. So worst case the step will now
take 8min to fully exhaust all timeouts/sleeps.

When gerrit's availability drops, chrome's builds see an excessive
amount of failures, eg:

Seemingly all failures occur in either the `gerrit fetch current CL
info` step or the `gerrit changes` step. Both steps have a 60s timeout
and shell out to depot_tools' gerrit_client.py. That script essentially
makes a single http call to gerrit. That request has no configured
timeout. So when gerrit's MIA and the call hangs indefinitely, so too
will the step hang. 60s after that, the step timeout is reached, and the
entire build crashes with an infra-failure.
However, one single retry has been shown to sufficiently work around
at least one instance of that failure:

So this incorporates timeouts into the requests made by
gerrit_util.py. Each request is given a 10s timeout, which should be
enough for most/all gerrit calls. (Both steps have a p90 of less than
1sec.) When a timeout is reached, the script will automatically retry
up to 4 times.
This also bumps the timeouts of the step calls to gerrit_client.py to
6min since the script can now take up to 5 minutes to fail, ie:
the sequence of sleeps is roughly 10s, 20s, 40s, 80s, 160s, which is
about 5min. So a 6min timeout should cover all those retries.
This also passes in "--verbose" to all step calls to this script, so
the logging that prints out the retry + sleep log lines will be
visible in build logs.

test_unicode and test_default_encoding fail on Windows because the
default encoding is (typically) cp1252. I don't think this is
generically fixable at this point (encodings must be specified when
opening files) so these tests should be disabled on Windows.
With this change "git cl presubmit --all" runs without errors on
depot_tools on Windows.

DEPS entries all have slashes as their path separators.
If use_relative_path is set to true, .gclient_entries will actually
contain backslashes instead slashes. This is problematic when DEPS
file transitions from using use_relative_path = False to True.
In such case, gclient thinks there are two distinct repositories
and it will delete one with slashes. As this operation is the last
step of gclient sync, it results in affected repositories being
wrongfully removed.
This change forces all deps entries to have slashes regardless of
operating system.

This is required because colons trigger an reproxy bug with named pipes
currently and backslashes are technically invalid for named pipes
https://learn.microsoft.com/en-us/windows/win32/ipc/pipe-names
I considered replacing invalid characters with underscores but that may
just push the problem down the road as it may create overlap between a
directory with underscores and a directory with an invalid charachter
that we replace.
Since windows doesn't treat pipes as files, like linux treats sockets
this naming is arbitrary, it only needs to be consistent and unique
for a given output directory. So md5 is a good solution.

- _UploadAllPrecheck() returns a list of cls to upload that skips any empty commits in the stack.
- If the current branch is empty, we throw an error.
- UploadAllSquashed() now computes the parent to use for the squashed and cherry-pick flow.
- for cherry-pick it uses the gerrit_squash_hash of the next cl in `cls`. This means it could be the gerrit_squash_hash of the direct ancestor OR the closest non-empty ancestor branch.
- for multiple squashed commits, the first parent passed in is either:
- the closest ancestor with a gerrit_squash_hash OR the common ancestor shared with the root of the tree.
- PrepareSquashedCommit() and PrepareCherryPick() now both require a parent passed in.

were not being checked for proper licenses, among other things.

A last minute change to the CheckLicense tests in crrev.com/c/4032366
used the _GetLicenseText function in the wrong place, thus neutering one
test and duplicating code in another. This fixes the tests so that they
minimize duplication and actually test the CSS/C style comments.

Some recent "improvements" to CheckLicense were buggy, at least
partially because I did not increase test coverage when adding new code
paths. This change fixes two known mistakes and greatly increases test
coverage.
One bug was that the code assumed that match.groups()[0] would always be
the current year, but that assumption is invalid when a license regex is
passed in.
Another bug is that the new_license_re took away the possibility of the
license ending with */ but that is used in .css files.
The increased test coverage catches these and validates other
assumptions around new files.
The failures were reproduced and then the fixes validated using this
command:

Adds --no-python2-post-upload-hooks to git_cl.py. This causes any
post upload hooks to only run under Python 3. Without this, uploading
CLs from builders that omit Python 2 causes the CL the step to fail
after the CL is uploaded.

Currently, the --revision flag to git cl try will cause a gitiles commit
to be set that uses the provided revision, the gerrit host and project
of the CL to test and the target ref of the CL to test. Since the flag
is intended to control the version of source to check out and have the
patch applied to, using the gerrit host instead of the gitiles host will
result in gitiles commits that won't match the repo_path_map in gclient
configs.

The warning that a PRESUBMIT.py file was still being run under Python 2
was apparently too polite as one was just added. This change adds
instructions on how to prevent this, which should make it clear that
the behavior is not desirable.

Currently multiple reviewers can only be provided with a comma-separated

This CL adds support for multiple -r arguments such as:

Or even:

There are other retries (e.g. in git wrapper, gclient_scm) so we
shouldn't be retrying that much in gclient_utils.
In ideal case, we have a dedicated place where retries are determined,
and we make a retry decision based on stderr / exit code.

If a wrong command name is used (e.g. typo), cmdhelp is triggered.
However, if user specifies any additional arguments (other than -h),
then user is presented with not so useful message.

When running presubmits you can tell if Python 2 presubmits are running,
but it's subtle, and it isn't obvious which presubmits are running under
Python 2.
This makes it obvious by always printing the path to PRESUBMIT.py
scripts that are run under Python 2. This change also fixes a bug in the
--verbose logic - it would print that a script was running before
evaluating _ShouldRunPresubmit.

Pylint uses parallelism to improve performance, but high startup costs
means that this only makes sense if there are lots of files to be
processed. So, a while ago a change was made such that if there are
fewer than ten files to be analyzed then no parallelism is used.
Our Pylint wrapper also has a hack where it does one type of check in
serial mode, because that is the only time it is reliable. This
requires running Pylint twice, which is expensive.
If there are a small enough number of files to analyze then we will be
doing serial analysis anyway, so there is no need to do two separate
runs. In this test case:
git cl presubmit -v --files tools\code_coverage\create_js_source_maps\test\create_js_source_maps_test.py
the cost of Pylint is dropped roughly in half, from six seconds to
three seconds, by eliminating one of the three-second runs.

- Instead of expecting the caller to run `rev-parse HEAD` before
calling gclient, we can just store the latest commit on disk
- this gets around the problem where gclient might git reset to the
base checkout after applying patch-refs, so calling rev-parse
before calling gclient sync might not actually return the latest
commit of the last sync.
- also moving os.environ[PREVIOUS_CUSTOM_VARS] setting to earlier when
we only have the solutions in self.dependencies because all other
dependencies inherit from the solutions so there's no point storing
custom_vars for the rest.

The multiprocessing module on Windows has a bug where if you ask for
more than 60 child processes then it will hang. This is related to the
MAXIMUM_WAIT_OBJECTS (64) limit of WaitForMultipleObjects. Other sources
have listed the multiprocessing limit as being 61, or have said that the
the maximum number of objects that can be waited on is actually 63, but
those details don't really matter.
The original fix for this class of issues was crrev.com/c/2785844. This
change extends those fixes to depot_tools, which was missed last year.
This change also updates how PyLint is called by further limiting the
number of jobs to the number of files being processed divided by 10.
This is because there is a significant cost to creating PyLint
subprocesses - each takes about 0.5 s on my test machine. So there needs
to be enough parallelism to justify this.
Patches for PyLint and a bug for cpython are planned.
This will stop PyLint from hanging during presubmits on many-core
machines. The command used to reproduce the hangs and validate the fix
was:
git cl presubmit -v --force --files "chrome/test/mini_installer/*.py"
Prior to this change this command would use (on my many-core test
machine) 96 processes and would hang. How it uses just two processes
because there are only 16 files to analyze.
Output before:
Pylint (16 files using ['--disable=cyclic-import'] on 96 cores)
Output after:
Pylint (16 files using ['--disable=cyclic-import'] on 2 processes)
This is actually not quite true because the hang would prevent the
old message from being displayed.

Currently cipd packages listed in src/DEPS are being created and
installed in symlink mode (see bug for more info). This CL adds `$OverrideInstallMode copy` to the ensure files for cipd packages installed during gclient runhooks. `$OverrideInstallMode` was
implemented here, https://chromium-review.googlesource.com/c/infra/luci/luci-go/+/3124202,
so that every cipd package can be installed directly to the installation
target, instead of being symlinked to an executable inside the cache/builder/.cipd dir.
The added `$OverrideInstallMode copy` can be removed once all cipd
packages themselves or the default mode is updated to be created in
copy mode.

Some presubmit failures result in uncaught exceptions which historically
have halted presubmit runs. This behavior makes it more difficult to
find all failures, measure presubmit times, or detect other behavior
over time. This is particularly problematic when running "git cl
presubmit --all".
As an example, presubmit --all was broken and would not complete from
when crrev.com/3642633 landed until crrev.com/c/3657600. The minimal
repro was this presubmit command:

Some of the expensive checks when running presubmit --all, such as
CheckStableMojomChanges (~300 s) and CheckAddedDepsHaveTargetApprovals
(~200 s) only look at diffs and are therefore guaranteed to be NOPs when
running presubmit --all or --files=. Passing along the no_diffs state
lets these expensive checks be skipped, thus allowing for faster
iteration times.
Initial testing suggests that (with some supporting changes in the
Chromium repo) this reduces "presubmit --all" times by about ten
minutes, or a bit more than 10%, and additional improvements may be
possible.
Special handling for the no-diffs case also offers a simple way to avoid
presubmit failures that happen whenever all files are flagged as being
changed.
Finally, and perhaps most importantly for having a presubmit --all bot,
when --no_diffs is passed we can treat errors like "Issue wasn't
uploaded" and "Add a description to the CL" as messages, thus making it
possible to have zero presubmit errors when run on origin/main.

Presubmit message types were printed in an inconsistent order, generally
determined by which type was encountered first. This unpredictability
can be confusing when comparing runs. This change enforces a consistent
order, in increasing order of severity. ERRORS always go last so that
they will be the most visible when running presubmits locally.
This also adds a "There were Python %d presubmit errors." message to
the end to make it easier to tell when there were presubmit errors.
This is particularly useful when manually running presubmits.

All of the PRESUBMIT.py files in the Chromium repo are running under
Python 3. However "git cl presubmit" also works with other repos where
some PRESUBMIT.py scripts still run under Python 2. This means that
the Python 2 presubmit commit checks step cannot simply be disabled.
That meant that Chromium was paying up to a one-minute cost just to
setup for and look for Python 2 scripts that it doesn't run.
This change runs the Python 3 PRESUBMIT.py scripts first, and keeps
track of whether any were skipped. If none were skipped then the
Python 2 PRESUBMIT.py stage can be skipped.
Note that the child scripts of PRESUBMIT.py scripts may still be run
under Python 2, but that is orthogonal to this change.

AffectedFiles carefully added a slash to dir_with_slash, but then called
normpath - which trims trailing path separators. This meant that
ui/views/PRESUBMIT.py would analyze files in ui\views_content_client,
leading to spooky action at a distance. This was noticed when this
command triggered a presubmit error:
git cl presubmit "--files=ui/views_content_client/*.cc;ui/views/readme.md"
when running presubmit on either file individually found nothing.
This change was tested by getting CheckChangeLintsClean to print the
files that it was asked to analyze, making the behavior quite obvious.
This bug appears to have existed for about thirteen years, but only
triggers in rare cases, and even then the incorrect behavior was almost
impossible to notice.
One of the tests was inadvertently testing the broken AffectedFiles
behavior and another seemed to be requiring it to handle '.'
correctly which I'm not sure we want to support.

It is easy to get type confusion and end up passing a list as the
message parameter to _PresubmitResult. This error will not be detected
until the end of the run - perhaps hours later - when all evidence of
where the list came from is lost.
This change ensures that the message parameter is a string. If it is not
then the exception that is thrown should allow quick identification of
the problematic code.
This also fixes a presubmit unit test that passed None as the message.
We could support that but I don't think that we should.

Chromium's presubmits contain a lot of latent errors - presubmit errors
that will trigger the next time a file is modified, but have been
waiting for years. Flushing those out with "git cl presubmit --all"
works poorly because it exercises all presubmits simultaneously, which
is too slow and triggers too many failures. Adding a --files option lets
small areas of the tree or specific file types to be exercised in a
controlled manner.
