Marc-Antoine Ruel 314e301879 cipd: remove windows-386 
Running depot_tools on Windows 32 bits is not supported anymore.

Add a comment to cipd_manifest.txt to help people to figure out by themselves
where to look to do a roll.

Robert Iannucci 778c7f117a Make tryserver API only update the presentation of its own steps. 
To sanely support concurrency, I need to make `api.step.nest` strictly
scoped; i.e. once you leave the nest context it closes all the steps
within that context.

This changes some wild 'active_step' uses to generate a step for the
module's own purpose.

Andrii Shyshkalov c47fcecdac Fix flaky gclient_smoketest. 
It assumed, incorrectly, that git always listens on port 20000.
It's mostly true, except when tests are ran in parallel.

SIGKILL doesn't exist on Windows, but SIGTERM does.
For our purposes they do the same thing.

Raul Tambre 7d1300b89a fake_repos: Fix use of NamedTemporaryFile on Windows 
Python doesn't guarantee that the file created by tempfile.NamedTemporaryFile can be opened by multiple programs at once.
This is the case on Windows, so we need to close the temporary PID file and only then pass it to Git.

Eli Ribble 54434e7e1d Ignore git submodules when calculating dirty files. 
This is in keeping with git's default behavior for other porcelain
commands. It also makes it more tenable for projects to introduce
submodules instead of repo manifests without breaking git-cl upload
and similar tools.

If the encoding is not utf-8, datatime_now() will yield

and it fails to decode it with utf-8 afterward.
