[users] Inline isPasswordAcceptable

- the way isPasswordAcceptable was being used was buggy, leading
  to test failures (now fixed)
- don't expose the function, anyway: it's an implementation
  detail for passwordStatus() which in itself is an implementation
  detail for status notifications.
