When the config is missing, DefragPolicyGetHostTimeout will default
to returning -1. This will effectively set no timeout at all, leading
to defrag trackers being freed too early.
A ptr to local var is stored in the radix tree currently,
this patch permits to alloc space to store host timeout
and thus also free it when data is removed.
