Josip Sokcevic 95c7da10c5 Only run selected tests on py2 
depot_tools codebase uses py3 and there's limited py2 usage, namely for
presubmits. This CL drops running most of py2 unit tests since there are
no longer useful.

Dirk Pranke 6234dd2317 Follow-up to 61bf638 to add the py3-specific PRESUBMIT.py test. 
The change I landed in 61bf638 couldn't include the proper tests
because of crbug.com/1201918 (I think), and so I split the
test file out into this separate follow-up CL.
