It's possible to change DEPS git repository while keeping the same
source. This is useful feature, for example if upstream repository moves
from github to gitlab. The repositories can be out of sync, or even
diverge.
We use git alternatives to save disk space. If a builder flip-flops
between mirror repositories (e.g. case with different release branches),
it's possible that new mirror doesn't contain all necessary objects that
are present in the old repositories. That will result in invalid git
pointer entries and fetch operations will fail.
Instead of replacing git alternatives, we append new git alternatives to
avoid such problem.

- Instead of expecting the caller to run `rev-parse HEAD` before
calling gclient, we can just store the latest commit on disk
- this gets around the problem where gclient might git reset to the
base checkout after applying patch-refs, so calling rev-parse
before calling gclient sync might not actually return the latest
commit of the last sync.
- also moving os.environ[PREVIOUS_CUSTOM_VARS] setting to earlier when
we only have the solutions in self.dependencies because all other
dependencies inherit from the solutions so there's no point storing
custom_vars for the rest.

Currently cipd packages listed in src/DEPS are being created and
installed in symlink mode (see bug for more info). This CL adds `$OverrideInstallMode copy` to the ensure files for cipd packages installed during gclient runhooks. `$OverrideInstallMode` was
implemented here, https://chromium-review.googlesource.com/c/infra/luci/luci-go/+/3124202,
so that every cipd package can be installed directly to the installation
target, instead of being symlinked to an executable inside the cache/builder/.cipd dir.
The added `$OverrideInstallMode copy` can be removed once all cipd
packages themselves or the default mode is updated to be created in
copy mode.

Currently, gclient sync assumes the default branch is master, and
it doesn't work at all if such branch doesn't exist. This change queries
local git copy to get remote HEAD. If local git version is not
available, it queries remote git server using ls-remote.
This change requires git version 2.28 (depot_tools comes with 2.29).

In Xcode 12 beta 3, pointer authentication was turned on for ARM64
binaries, yielding arm64e architecture. Attempting to run with only
arm64 specified does not allow an arm64e slice to run. Prefer arm64e
if available, but allow an arm64 slice if that's the only option.
(If provided multiple architectures, arch uses the first one that can
be used.)

The bug is caused because we already have refs/branch-heads/XXXX locally,
so we don't attempt to fetch it again, even if it has been updated.
This solution is a bit of a hack to make sure that we fetch
refs/branch-heads/*, which is the most common case for this to fail.
