These tests get broken by If0a214fe074d7e7591b5d37417ca447525c983b6 so
delete them.
Now, you might raise your eyebrows at that, but hear me out.
These tests are so heavily mocked that I argue that they aren't
providing any value. What's the point of tests? To save time by
catching regressions early.
Being dumped a large list of expected mocked calls like:

be testing?
I argue that:
the cost of potentially having a regression in the future, fixing it,
and adding a new, sane test for that case
is LESS than:
the cost of someone looking at one of these tests failures and
trying to figure out what exactly broke, whether it is an actual
breakage or do they just need to wade into the mess of expected mocked
calls and figure out how to update the mocked calls to reflect a
perfectly fine change that they are trying to make

This CL adds a new way of generating splittings, which clusters files
based on their directory structure (while respecting `set noparent` in
OWNERS files). The user provides a minimum and maximum acceptable
number of files per CL, and the algorithm attempts to create CLs in
that range with a single unique reviewer for each. I've tested it on
some example CLs, and it seems to work well -- certainly better than
the existing algorithm.
Usage of the new algorithm is triggered by passing the
`--target-range` option to `git cl split`. A second new argument,
`--expect-owners-override`, may also be used to ignore OWNERS during
the clustering algorithm.

This CL adds a --reviewers flag, which allows users to specify that CLs
should all be sent to the same (possibly empty) set of reviewers. This
can be useful for LSCs where OO+1 is available.

Python has started warning about invalid escape sequences in strings.
This fixes the warning by escaping the backslash in question. It seems
Python was already (correctly) printing the literal backslash despite
the warning, so no behavioral change.

Introduces a new git cl command `squash-closed`. Similar to archive,
this will operate on all closed branches. Unlike archive, rather than
removing these branches and potentially leaving their downstreams in a
wedged state, this will squash the branch and appropriately reparent the
downstream. This makes this a good function to run in preparation of a
`git rebase-update`, especially if there are chained git branches, as
this will then shrink any merged branches to a single commit which
should cleanly apply and drop off.

I frequently find myself running `git cl split` just to see how the
files are going to be split up, without actually intending to submit the
resulting CLs immediately. Doing so requires creating a file, putting a
dummy description in it, and passing that to the command line, which is
unnecessary work. This CL simply allows dry runs to use a dummy
description if none is provided, to make checking the tool's output
easier.

Users who want to upload multiple cherry picks usually run "git
cherry-pick" locally, multiple times. Gerrit does not recognize
these changes as cherry picks and neither do other services that
query cherry pick info from Gerrit, e.g. rubber stamper.
For Gerrit to identify a change as a true cherry pick, you need to
use their Cherry Pick Revision REST API endpoint. This new command
uses it to create a chain of cherry pick CLs recognized by Gerrit.

Previously little bits of the scm.GIT were mocked (like SetConfig,
and GetConfig, but not the other config related methods).
This changes things so that the git config state is a class whose
logic is shared between prod and test, with a 'real' and 'test'
implementation which know how to load and save configuration at
a low level.

In nosquash mode, `git cl` is pretty challenging to use since we don't
have issue numbers. All three parts of the triplet id are readily
available though. This CL adds a fallback to `git cl` which looks up the
issue number by getting the change details by triplet_id.

I noticed that the Authenticator is resolved maybe 5 or 6 times per
git-cl invocation. This should lead to more consistent behavior and
will likely be a bit faster, especially for SSOAuthenticator and
LuciAuthAuthenticator which involve subprocess invocations.

Instead of having CreateHttpConn manipulate the request, with the
Authenticator only able to provide the Authorization header value,
the Authenticator now gets the ability to manipulate the entire
HttpConn object.
This will be used for a new Authenticator method which needs to
include a proxy, cookies, and also manipulate the target request
URI, in addition to providing an Authorization header value.

Previously when composing a debugging trace, it would use an
isinstance check to special-case inclusion of a gitcookies file.
This CL refactors this to be part of the Authenticator API, instead,
which means that we will always get some sort of authenticator log
file in a trace, even if it's empty.
This also provides an affordance to add debugging information for
the other authenticator types later.

Currently, git cl lint runs git commands to retrieve a list of
the affected files and runs the lint tool against the files.
This CL updates the command line argument interface such that,
if file paths are given in positional arguments, git cl will
just run the lint tool against the given files w/o executing any
git commands.
The intent of this CL is to make git cl lint runnable out of Git
checkouts.

The rebase-update command has logic which tries to specifically set a key to an empty string and this has been intentionally set this way[1]. The new SetConfig implementation does treats empty string as None and hence tries to unset the config, resulting in error code 5. The patchset 2 fixes this bug and adds a test to ensure SetConfig can set an empty string to be backward compatible.

Benchmarking
============
With chromium/src as the baseline super project, this change reduces about 380 git config calls out of 507 total calls on cache hits during no-op. The below numbers are benchmarked with `update_depot_tools` turned off.
Windows Benchmark
=================
Baseline (gpaste/6360045736951808): ~1min 12 sec.
With Caching (gpaste/6480065209040896): ~1min 3sec.
~12.5% decrease in gclient sync noop runtime.
Linux Benchmark
===============
Baseline (gpaste/4730436763254784): ~3.739 sec.
With Caching (gpaste/4849870978940928): ~3.534 sec.
~5.5% decrease in gclient sync noop runtime.

Occasionally, users can get a branch into a state where `git cl upload`
takes a long time because it is operating on an unexpectedly large diff.
One way where this can happen is when the local view of origin/main is
behind and someone force-patches in a CL based on a newer origin/main:
git cl upload will happily consider all the origin/main commits it
does not have in its local view of origin/main to simply be part of the
diff.
As this is a rather frustrating user experience, make it a bit easier to
realize when this sort of thing is happening by summarizing the number
of commits `git cl upload` is processing.
One alternative would be to stats about the diff; however, calculating
the number of commits is considerably faster than calculating the actual
diff. A quick local test shows that calculating the diff for 10k commits
takes nearly 20 seconds, while calculating the number of commits takes a
150 milliseconds.
