This CL updates the gsutil.py wrapper to download and use
v4.61 of GCP's gsutil, which is Python3-compatible.
v4.61 appears to be fully self-contained and have all of the
packages it needs vendored into it. So, there's no reason to
use vpython anymore, and this CL removes that.
Also, this CL removes the 'fallback' option to gsutil and
the ability to force a version switch, as this should no
longer be necessary (it was added for a migration back in 2014
but apparently this code was never removed afterwards).
This CL also updates download_from_google_storage.py and
upload_to_google_storage.py to similarly not have the version flags
and to just use regular python3, not vpython3.

Users sometimes type in "y" to confirm the default patchset message,
resulting in a patchset being uploaded with "y" as the message.
We can make a fair assumption that no-one would willingly use a patchset
message of "y", so this CL uses the default patchset message whenever
this happens.
(I have personally done this myself and have seen at least one other
person do the same.)

This CL adds support for running PRESUBMIT.py under either Python2
or Python3 as specified in each PRESUBMIT.py file.
To run the checks under Python3, the PRESUBMIT.py file must contain
a line exactly matching "^USE_PYTHON3 = True$". If the file
does not contain this string, the checks will run under Python2.
Different PRESUBMIT.py files in a single CL may thus contain
a mix of 2- and 3-compatible checks, but each individual file will
only be run in one or the other (it doesn't likely make sense to run
them in both by default).

This check has been disabled basically everywhere since about 2013. It

If download from google storage gets terminated while extracting .tar.gz
archive, it won't be extracted on the next run which results in invalid
workspace. This patches places a flag file if extraction wasn't
completed. Such flag is checked on next execution and forces re-download
if found.
This does not fix currently broken workspaces.

Currently, gclient sync assumes the default branch is master, and
it doesn't work at all if such branch doesn't exist. This change queries
local git copy to get remote HEAD. If local git version is not
available, it queries remote git server using ls-remote.
This change requires git version 2.28 (depot_tools comes with 2.29).

Gerrit API doesn't provide the score for
an owner of a path, so we can't use the
same algorithm when suggesting owners.
This change introduces a new algorithm to
select the smallest set of at least 2
owners that can approve the change.

Running git rebase --continue may launch a text editor for editing commit messages. This causes testRebase to hang or to fail completely when running locally.
Setting GIT_EDITOR to ':' suppresses this.

requests.post() creates a new HTTP connection for each call.
It makes presubmit checks slower and timed out.
This CL updates rdb_wrapper to use requests.Session() to use
a connection pool for Sink requests.

Running git cl try-results fetches the latest patchset which may be a trivial change, e.g. rebase or commit message change.
This change allows try-results to get the result of patchsets equivalent to the latest and returns their results.

A quick bugfix was made in cc29098042 that removed trailing empty lines
when getting tags out of the git log. This preserved the behavior that
tags with trailing whitespace would retain said whitespace.
This change instead simplifies the logic that removes trailing
whitespace with the side effect that whitespace at the end of the last
tag is also stripped. The unittests are adjusted accordingly

Currently, for a given branch, map-branches displays the number of
commits ahead and behind it is. This change replaces ahead with
commits, representing the number of commits a branch has, starting from
its base commit, and more accurately reflects the state of a repo.

Allows presubmit_support to perform Timing and RDB reporting for each of
the lower-level "CheckXYZ" functions, provided that
ENABLE_NEW_PRESUBMIT_CHECKS is called in the PRESUBMIT.py
file that we are running. I am using the variable to avoid the breakage
caused by the similar previous CL (2332321) which was not backwards
compatible.
In addition, asks for "-realm" with ResultDB so it can maintain the
security boundary.

Right now git_cl.py inserts an extra colon if the bug prefix ends with
a colon. Fix this by detecting whether the bug prefix ends with a colon
or not, and only inserting the colon when necessary.

And merge it in use_relative_paths. In all Chromium repos,
use_relative_hooks is True iff:
- use_relative_paths is True, and
- there is at least one hook
It makes sense that you'd want to use relative hooks if you use relative
paths so this CL merges both flags into use_relative_paths.

If a local branch tracks removed remote tracking branch (e.g. foo) and
remote has a branch that starts with such name (e.g. foo/bar), git fetch
will fail. --prune flag removes any remote-tracking branches that no
longer exist.

Slashes and backslashes are interchangeable on Windows in many contexts.
But not all. In particular, if you add a path to a dictionary and then
try looking it up with an equivalent path that has different slashes
then - not surprisingly - the lookup will fail. Therefore it is
important to always use slashes when populating _paths_to_owners. This
is now done, and documented.
Additionally, while fnmatch.fnmatch handles comparing slash separated
paths to backslash separated paths, fnmatch.translate does not. This is
arguably a bug in fnmatch.translate, or at least something that should
be documented. This bug is worked around by having _fnmatch sanitize
file names to always use slashes, and asserting that the patterns do
not contain backslashes.
With these changes this command:
git cl owners --ignore-current --show-all chrome/browser/BUILD.gn
now correctly gives the same results as this command on Windows:
git cl owners --ignore-current --show-all chrome\browser\BUILD.gn
The modified test fails without the other changes, passes with them.

Having it in %PATH% means that powershell users will accidentally
run 'cipd.ps1' when they should be running 'cipd.bat'; This would
cause them to get requests for input parameters (like the backend URL)
which they have no idea how to supply.

We've had reliability issues with gerrit, primarily related to
429 status codes but also DDoS bans. The light DDoS bans can be
very short lived and we extend retries to handle this. Longer
term bans can take up to an hour to lift.

The bug is caused because we already have refs/branch-heads/XXXX locally,
so we don't attempt to fetch it again, even if it has been updated.
This solution is a bit of a hack to make sure that we fetch
refs/branch-heads/*, which is the most common case for this to fail.
