This is useful for processing purely "local" DEPS files, with a command-line like:
gclient revinfo --output-json /tmp/out \
--spec 'solutions=[{"name": ".", "deps_file": "myDEPS", "url": None}]'
This is specifically to fix the "revinfo --output-json" case, but it
also cleans up some errors in the 'flattening' test cases. Note that
None values already work when using 'revinfo' with stdout output, it's
just the json output that complains.

On buildbot (only), we don't trust PYTHONPATH, so we have set
VPYTHON_CLEAR_PYTHONPATH to make the first invocation of vpython in a
given chain of python invocations clear PYTHONPATH.
This has the unfortunate side-effect that python scripts that set
PYTHONPATH and then call into vpython (like presubmit) end up
having their PYTHONPATH modifications removed.
As a workaround (until I clean up PYTHONPATH in buildbot for real), fix
presubmit_canned_checks so that it clears VPYTHON_CLEAR_PYTHONPATH when it
adjusts PYTHONPATH.

Goal: reduce number of git fetches from remote to the minimum possible.
Minimum possible is either:
* 0 if desired revision is pinned (!= HEAD) and already exists in cache
* 1 if desired revision is HEAD
* >= 2 if revision is pinned but we talk temporarily
out-of-date git server not yet having it.

Reason for revert:
New git client for windows was rolled including fix for slow `git fetch`.
I guess smaller pack limit causes frequent bootstrap taking 2~3 minutes longer than
the case it does not happen.
Let me see what happen if we increase pack limit 9 -> 30.
I will increase this to 50 if this won't cause regression again.

may be interpreted by git as checking out a file named <name>
if <name> has slashes. Thus,
$ git checkout infra/config
ends up checking out infra/config directory of the (typically)
master branch that was checked out before. To avoid confusion,
we have to add '--' separator between branch name and file names:
