Andrew Grieve fa40bfa39b Update "git cl format --python" to default to PEP-8 
This matches the recent change Chromium's Python style guide.
This also changes the .style.yapf in depot_tools to be explicit
about the style used in this repo.

sbc@chromium.org 9d0644d71d Add experimental support for python in 'git cl format' 
Based on yapf (https://github.com/google/yapf) this
formatter currently only works with --full.  It defaults
to pep8 style and projects that use a different style
can add .style.yapf to the top level.
