Use input_api.version and PRESUBMIT_VERSION to ensure newest versions.
Enable presubmit_support to time/ResultDB wrap each individual
lower-level check in PRESUBMIT.py. The approach taken here is to have
the PRESUBMIT_VERSION = 2.0.0 in PRESUBMIT.py
so that presubmit_support is aware of the new version of PRESUBMIT.py,
then check input_api.version in CheckChangeOnCommit/Upload to ensure
that presubmit_support itself is the new version.
Once these changes are landed, the associated changes in PRESUBMIT.py
(crrev.com/c/2350234) can landed as well.

Allows presubmit_support to perform Timing and RDB reporting for each of
the lower-level "CheckXYZ" functions, provided that
ENABLE_NEW_PRESUBMIT_CHECKS is called in the PRESUBMIT.py
file that we are running. I am using the variable to avoid the breakage
caused by the similar previous CL (2332321) which was not backwards
compatible.
In addition, asks for "-realm" with ResultDB so it can maintain the
security boundary.

Slashes and backslashes are interchangeable on Windows in many contexts.
But not all. In particular, if you add a path to a dictionary and then
try looking it up with an equivalent path that has different slashes
then - not surprisingly - the lookup will fail. Therefore it is
important to always use slashes when populating _paths_to_owners. This
is now done, and documented.
Additionally, while fnmatch.fnmatch handles comparing slash separated
paths to backslash separated paths, fnmatch.translate does not. This is
arguably a bug in fnmatch.translate, or at least something that should
be documented. This bug is worked around by having _fnmatch sanitize
file names to always use slashes, and asserting that the patterns do
not contain backslashes.
With these changes this command:
git cl owners --ignore-current --show-all chrome/browser/BUILD.gn
now correctly gives the same results as this command on Windows:
git cl owners --ignore-current --show-all chrome\browser\BUILD.gn
The modified test fails without the other changes, passes with them.

PRESUBMIT.py scripts are executed in presubmit_support.py using exec().
Since PRESUBMIT.py scripts might not be yet compatible with python 3, we
have to execute presubmit_support.py using python 2.
git_cl.py imports presubmit_support.py, and executes presubmit checks using
presubmit_support as a module. This forces git_cl.py to be executed using
python 2 to maintain compatibility for PRESUBMIT.py scripts.
This change allows git_cl.py to be executed using python 3, while
presubmit_support.py is executed using python 2.
Similar changes for post-submit hooks and git-cl try masters will follow.

purpose of getting the local description, so separate it into its
own method and call that instead.

On Windows, scripts on the current directory take precedence over PATH, so
that when testing depot_tools on Windows, calling `vpython.bat` will
execute the copy of vpython of the depot_tools under test instead of the
one in the bot.
As a workaround, we run the tests from the parent directory instead.

and edited the files quickly with adhoc macros. Then ran in recipes/:

There was only a small subset of files that had been updated to use
six.iteritems() and six.itervalues(). Since the dataset size that is
being used in gclient is small (pretty much always below 200 items),
it's better to just switch to .items() right away and take the temporary
performance hit, so that we don't need to come back to rewrite the code.

Since python2 tempfile does not have TemporaryDirectory, we need to either use temporary_directory in gclient_utils or implement it by ourselves. If we chose latter, we also need to implement rmtree for Windows. Considering that, I suppose using gclient_utils should be much easier.

all tests across PRESUBMIT.py files.
This introduces a flag that will allow presubmit to run all tests across
PRESUBMIT files in parallel.

Currently in LUCI `git cl` is invoked on chromium_presubmit using vpython. This
means that it operates under the depot_tools .vpython environment (which is
blank).
Some features in presubmit_support allow invocation of python subprocesses, and
previously they would use `sys.executable` (especially on windows, but
occasionally on non-windows as well).
In non-vpython environments, this just picks up the system python and whatever
modules happen to be installed there. Some python unittests work around this on
non-windows systems by having a shebang line which explicitly invokes vpython.
This CL changes presubmit_support so that invocations of 'python', or executions
of '.py' scripts will always end up invoking vpython. In the best case, this will
pick up the invoked scripts' vpython environment. In the worst case, this will
invoke the script under an empty vpython environment (aka "stock python").

Sometimes, InputApi users need to create temporary files, write to them and
pass them to another process, like this:
with input_api.tempfile.NamedTemporaryFile() as f:
f.write('foo')
input_api.subprocess.check_output(['/path/to/script',
'--reading-from', f.name])
While this works fine on Unix, on Windows subprocess cannot open and read
the file while we have it open for writing.
To work around this, we now offer a CreateTemporaryFile() that wraps a call
to tempfile.NamedTemporaryFile(delete=False), and we then take care of
removing all files created this way at the end of a presubmit run.
The idea is for users to do something like this:
with input_api.CreateTemporaryFile() as f:
f.write('foo')
f.close()
input_api.subprocess.check_output(['/path/to/script',
'--reading-from', f.name])
with the temporary file being removed automatically in a transparent fashion
later.

We want PRESUBMIT to be able to equally support
BUG= tags (old style) and Git-Footer: footers
(new style). This change refactors the way that
the presubmit api gives access to those properties
so that it is easier to add support for equivalent
footers.
It also limits the scope of tags/footers that it
exposes, as code search shows no PRESUBMIT files
that take advantage of any of the more esoteric
ones.

This CL wholly revamps the way presubmit_support adds
CQ_INCLUDE_TRYBOTS lines in commit descriptions. In
particular, when the CL is being uploaded to Gerrit,
it uses our pre-existing support for manipulating git
footers to make the whole process much simpler.

Gerrit sometimes returns a full response json object at
the same time as returning a non-200 status code. This
refactor makes it easier for calling code to request
access to that object and handle error cases on its own.
The original version of this commit had a bug where
ReadHttpResponse properly set the default value for
accept_statuses, but all calls which came through
ReadHttpJsonResponse were setting None instead.

This allows for having some global comments such as timezones or
long-term unavailability.
The comments go into build/OWNERS.status (that way, they should be
available in all repos that map in build/ for the gn config files).
The local can be overwritten in codereview.settings.
The format is
email: status
Comments (starting with #) are allowed in that file, but they're ignored.
